上官先生在中国最大的船舶代理公司——中国外轮代理总公司天津分公司工作了长达15年，从事海运行业38年，国际航运专业硕士研究生毕业，具有丰富的船舶运输和港口工作经验。
现任WIFFA理事股东兼任散杂联盟平台主席、中国交通运输协会大件委副会长、天津国资委外聘董事、上海钢管协会理事及装备分会副会长、天津星海航国际运输有限公司董事长等职务。
Mr. Shangguan has worked at the Tianjin Branch of the China Foreign Marine Agency Corporation, the largest maritime agency company in China, for as long as 15 years. With 38 years of experience in the shipping industry, he holds a master's degree in international shipping and possesses extensive expertise in vessel transportation and port operations.
The current WIFFA council member and shareholder also serves as the Chairman of the Bulk and Break Bulk Alliance Platform, Vice Chairman of the Special Cargo Committee of the China Transport Association, an external director of the Tianjin State-owned Assets Supervision and Administration Commission, Director of the Shanghai Steel Pipe Association and Vice Chairman of its Equipment Branch, as well as Chairman of Tianjin Xinghai Hang International Transportation Co., Ltd.
